He is the FBI Director. 
In J. Edgar, Lenardo DiCaprio plays the founder and director of the FBI, J. Edgar Hoover, who is responsible for combating crime and mafia gangsters. J. Edgar Hoover was known as a very disciplined leader, but the gossip revealed that Hoover was a gay. That said, his lover named Clyde Tolson (cast by Armie Hammer), was his deputy at the FBI.
“J. Edgar” directed by Clint Eastwood will premiere in 2012. Reported that the shot taking place in Los Angeles, California on Thursday, Feb, 10th.
In addition to Leonardo DiCaprio, Naomi Watts, Ed Westwick and Josh Lucas will also be joining in this film. [pic:wowkeren]
